District 12

Sep 17, 2017 — Comic #134

An officer briefs a map of Coast Guard districts: “District 13 covers Oregon and Washington, and District 11 covers all of California.” Someone asks, “So where’s District 12, then?” She says, “There is no District 12. It’s gone.” An ensign storms off, and her colleague calls after her, “Ensign Everdeen!”

What happened to all the other districts? Should I be worried?
